The United States federal government will publicly publish final rules for the Car Allowance Rebate System (otherwise known as the Cash for Clunkers program) on cars.gov on or before July 24, 2009. In the meantime, prospective individual participants can gather several pieces of documentation.

Obama New Car Voucher Program
Pursuant to the Consumer Assistance to Recycle and Save Act of 2009, consumers may receive a $3,500 or $4,500 voucher credit toward the purchase of a new vehicle provided that a qualifying trade-in is turned over in exchange and the new vehicle purchased meets certain requirements.
